This is in reference to your application for correction of your
naval record pursuant to the provisions of title 10 of the United
States Code, section 1552.
A three member panel of the Board for Correction of Naval
Records, sitting in executive session, considered your
application on 11 March 2015. After careful consideration of
your application, the Board concluded that your application was
not timely filed, and that it would not be in the interest of
justice to excuse your failure to submit your application in a
timely manner. Specifically, you provided a statement that you
‘were told to wait for about seven years after being discharged
before applying for an upgrade of your character of service, and
that your- character reference letters and post service conduct
should be ‘taken into.consideration’ as the basis for waiving the
statute of limitations. The Board determined these were
insufficient: reasons to waive the statute since there is no
evidence provided that indicates you were unable to file your
application within the three years: from when you: learned of. your
